NeighbourHub (the "Platform", accessible at www.neighbourhub.ae and related addresses) is operated by Carnelian Technologies L.L.C-FZ, a company registered in the Meydan Free Zone, Dubai, United Arab Emirates (licence no. 2415615.01) ("we", "us", the "Company").
NeighbourHub is an independent platform. It is not affiliated with, endorsed by, sponsored by, or connected to DAMAC Properties, any property developer, master developer, owners association, or community management company. References to any community name on the Platform are for identification only and do not imply any relationship with, or approval by, that community's developer or management. Nothing on the Platform is a communication from, or on behalf of, any developer or community management entity.
Community names and trademarks. Names such as "DAMAC Hills 2" are used on the Platform solely in their ordinary, descriptive sense - to identify the geographic community and location that residents on the Platform live in - and for no other purpose. All third-party names, trademarks, and logos remain the property of their respective owners. Their appearance on the Platform (whether in our copy or in content posted by users) does not imply, and must not be taken to imply, any affiliation, sponsorship, endorsement, or approval. We do not use any developer's or community manager's logo or branding. The Platform is a resident-run community space, in the same way residents may lawfully name the place where they live.
By browsing the Platform, creating an account, or using any feature, you agree to these Terms of Use, to our Privacy Policy, and to our Community Guidelines, which are incorporated into and form part of these Terms. We may update the Guidelines from time to time; the current published version applies. Together these form a binding agreement between you and the Company, and you agree that this agreement is validly concluded electronically. If you do not agree, do not use the Platform.
You must be at least 18 years old to create an account. You agree to provide accurate information, to keep your login credentials confidential, and to be responsible for all activity under your account. One account per person; accounts are personal and may not be transferred or shared. Notify us promptly at support@carnelian.tech if you believe your account has been accessed without your permission.
Resident accounts are intended for people who genuinely live in the community they join. Vendor and shop accounts are intended for the businesses they represent. Misrepresenting who you are or where you live is a breach of these Terms.
NeighbourHub connects residents with each other and with independent vendors and businesses. We are not a party to, and accept no responsibility for, any transaction, service, sale, exchange, arrangement, or interaction between users - whether arranged on or off the Platform. We do not employ, engage, supervise, or act as agent for any resident, vendor, or business appearing on the Platform, and nothing on the Platform creates any partnership, agency, joint venture, or employment relationship between us and any user.
Listings, profiles, posts, offers, reviews, and messages are created by users, not by us (except as described in section 7). We do not endorse, guarantee, or assume responsibility for any user, listing, offer, service, or piece of content, even where it appears in a featured or promoted position. We have no obligation to monitor or moderate content, and we do not and cannot control what users do or say, on or off the Platform.
In-person meetings. The Platform allows users to arrange to meet in person. We are not the organiser of any meeting and accept no responsibility for anything that occurs at, on the way to, or as a result of one. Attendance and in-person interactions are entirely at your own risk. Take sensible precautions: meet in public places, tell someone where you are going, and use your own judgement about who you deal with.
Any dispute between users - about goods, services, quality, delivery, payment, an event, a ride, a helper arrangement, content, or anything else - is strictly between the users involved. To the maximum extent permitted by law, you release the Company and its owners, directors, officers, employees, affiliates, and agents from all claims, demands, losses, and damages of every kind, known or unknown, arising out of or in any way connected with a dispute with, or the act or omission of, another user or any third party. We have no obligation to become involved in any dispute between users, although we may (without being obliged to) take moderation action under section 14.
A "Verified resident" badge means only that, at a point in time, an administrator reviewed proof of residence that appeared to show the person lives in the relevant community. A vendor or business badge means only that an administrator approved the listing information provided to us.
Badges are not a guarantee of any person's identity, character, honesty, qualifications, licensing, workmanship, or safety, and must not be relied on as one. You are responsible for your own checks before dealing with anyone - meet in safe places, verify credentials, inspect goods, and agree prices and terms directly with the other party.
The Platform does not process, hold, or transfer payments between users and does not provide escrow, delivery, insurance, or dispute-resolution services. Buyers and sellers deal and settle directly with each other, at their own risk. If you purchase an item or service found on the Platform, you are purchasing it from the user who listed it, without our involvement.
Only lawful items and services may be listed. Items and services that are illegal, restricted, counterfeit, unsafe, or that you do not have the right to sell are prohibited. See the Community Guidelines for specific categories that are not allowed. We may remove any listing at our discretion.
Property. Listings advertising the sale, lease, or sub-lease of property are not permitted on the Platform, whether posted by owners, tenants, or brokers. Advertising property in Dubai is a regulated activity that requires broker licensing and advertising permits, and the Platform is not a property portal.
Some shop and restaurant listings in our directory are created by us from publicly available business information (for example public business directories), checked locally, so that the directory is useful from day one. Such listings are unowned until the business claims them. Information in an unowned listing is indicative only, may be incomplete or out of date, and has not been confirmed by the business. Always confirm current details, prices and terms directly with the business. We do not create listings for individual residents, and we do not publish prices we have gathered from residents.
A business may claim its listing at any time, free of charge, and correct or complete the information. A business may also ask us to amend or remove its listing entirely by writing to support@carnelian.tech, and we will action reasonable requests within a reasonable period, without requiring a reason for removal. We are not liable for any loss arising from reliance on an unclaimed listing.
Home Help is currently switched off. New helper listings are not being accepted. The paragraph below applies to any period in which the board is available.
You are solely responsible for complying with the laws that apply to your activity, including:
We do not verify licences and accept no liability for any user's failure to hold one. Residents occasionally selling their own used personal items are responsible for ensuring those sales are lawful.
Home Help. The Home Help board is a community noticeboard only - NeighbourHub does not employ, recruit, sponsor, vet or verify any helper, and is not a recruitment agency. Employing domestic workers in the UAE is regulated; you are solely responsible for ensuring any arrangement complies with UAE labour and immigration law (including sponsorship and work-permit requirements, for example through a licensed Tadbeer centre) and for verifying the person's right to work. We review a helper's Emirates ID before a listing appears, but this is an anti-abuse check only - it is not identity verification and does not confirm any person's identity, right to work, sponsorship status, or suitability. How the ID is handled, retained, and deleted is described in section 7 of our Privacy Policy. We accept no liability for any arrangement made through the board.
Events and meetups on the Platform are created and run by their organisers, not by us. The organiser alone is responsible for the event: its safety, venue, supervision, equipment, permissions, insurance, and any licence or approval the venue or activity may require. We are not the organiser, host, promoter, or supervisor of any event and accept no responsibility for anything that occurs at, on the way to, or as a result of one. Attending is entirely at your own risk.
Children. Children may attend events only under the supervision of their own parent or guardian, who remains solely responsible for them at all times. Organisers of activities involving children - including classes, tutoring, coaching, and childcare - are solely responsible for any supervision, safeguarding, permissions, insurance, or licensing those activities require. We do not vet, screen, or background-check any organiser, tutor, coach, babysitter, or helper.
Paid events. An organiser may state a fee for attending. Any such fee is set, communicated, and collected by the organiser directly - the Platform does not collect, process, hold, or transfer event fees, takes no commission, and is not a party to the payment. Whether to charge, how much, how it is collected, and any refund are matters solely between the organiser and the attendee. Organisers confirm, when creating a paid event, that they are permitted to charge for the activity and hold any licence or permission it needs; we do not verify this. Capacity limits, acceptance of attendees, cancellations, and changes are the organiser's responsibility.
The carpool board is a neighbour-to-neighbour noticeboard that lets residents find others travelling the same way. We are not a transport provider, taxi service, ride-hailing service, or broker, and we do not arrange, supervise, or take part in any journey. Whether to offer, accept, or share a ride, and on what basis, is entirely between the residents involved, and any journey is taken at your own risk.
If you drive, you are solely responsible for holding a valid UAE driving licence, valid registration and insurance appropriate to carrying passengers, and for complying with all RTA and other transport regulations. Carpooling on the Platform is intended as private, non-commercial cost-sharing between neighbours; operating paid passenger transport in the UAE requires licensing, and you are solely responsible for ensuring any arrangement you make is lawful. We accept no liability for any journey, accident, loss, or dispute arising from a carpool arrangement.
You keep ownership of the content you post (profiles, posts, comments, listings, offers, reviews, photos, messages). By posting it you grant us a worldwide, non-exclusive, royalty-free, transferable, sublicensable licence to host, store, reproduce, adapt (for display purposes), translate, publish, distribute, and display that content on and in connection with the Platform, including in previews shown to visitors and in shareable links, and to promote the Platform, including on our social media channels and in marketing materials. The licence lasts for as long as the content remains on the Platform, and continues (a) for residual copies held in routine backups for a short period, (b) where other users have re-shared the content within the Platform, for as long as their re-share remains, (c) in promotional material already published while the content was live, and (d) where we need to retain the content to comply with law, to investigate abuse or fraud, or to establish or defend legal claims.
You warrant that you own, or have all necessary rights and permissions to post, everything you upload - including photographs, and including the consent of any identifiable person appearing in them.
You are solely responsible and legally liable for the content you post. You must not post content that is false, misleading, defamatory, harassing, discriminatory, obscene, infringing, or unlawful under UAE law - including UAE laws on cybercrime, defamation, and public morals, which can attach personal liability to the author of online statements.
The Platform is not a storage service. We have no obligation to store, maintain, or provide you with copies of your content, and we recommend you keep your own copies of anything you would not want to lose.
Feedback. If you send us suggestions, ideas, or feedback about the Platform, you agree we may use them freely, without restriction or compensation, and without any obligation to you.
Reviews are the personal opinions and experiences of the residents who write them, not statements by us. You may only review a business you have genuinely dealt with, and reviews must reflect your honest, genuine experience. You must not: review your own business or a competitor's; offer, request, or accept any payment, discount, gift, or benefit in exchange for writing, changing, or removing a review; or post multiple reviews of the same transaction.
We do not remove a review simply because a business disagrees with it. We may remove or refuse to publish a review that we reasonably believe is fake, incentivised, off-topic, abusive, unlawful, or written by someone with a conflict of interest. A business may post one public reply to any review of it. Businesses that pressure, threaten, or retaliate against a reviewer may be removed from the Platform.
You agree not to:
We may, at our sole discretion and without prior notice: remove or edit any content; decline, suspend, or remove any listing; restrict features; and suspend or permanently terminate any account - including where we reasonably believe these Terms, the Community Guidelines, the law, or the spirit of a safe community has been breached, or to protect the Platform, its users, or the Company. We are not obliged to monitor content, and moderation decisions do not create liability or an obligation to act in other cases.
Reporting content. If you believe any content on the Platform is unlawful, infringes your rights (including intellectual property), or breaches these Terms, contact us at support@carnelian.tech with a link to the content and a brief explanation. We may remove or restrict content in response to a complaint at our sole discretion; doing so is not an admission of any liability or wrongdoing by us or by any user.
You may stop using the Platform and delete your account at any time from the account page. On termination of your account for any reason, your right to use the Platform ends; sections of these Terms which by their nature should survive (including sections 3, 4, 11, and 16 to 25) continue to apply.
Our Privacy Policy explains what we collect and how we use it. In-app messages are private between participants; we do not read them in the ordinary course, but we may access, preserve, or disclose content and account information where we reasonably believe it is required by law, by a competent authority, or to investigate abuse, fraud, or safety issues.
You agree that we may give you notices - including notice of changes to these Terms - electronically, by posting on the Platform or by email to the address on your account. Keep your email address current; a notice sent to the address on your account counts as received by you.
The Platform is free for residents, and listing is free for vendors and businesses. Optional paid features are not currently offered. If we introduce them - and for any subscription already in place from an earlier period - the following applies. Any paid or promoted placement will be identifiable as such, and paid placement never changes reviews or ratings - those always come from residents.
For paid features:
If a paid feature is discontinued, we will refund the unused portion of any period already paid for. New fees will never apply retroactively.
The Platform - including its software, design, branding, logo, and all content we create - belongs to the Company or its licensors. "NeighbourHub" and the NeighbourHub logo are marks of the Company. We grant you a limited, personal, non-exclusive, non-transferable, revocable right to use the Platform for its intended community purpose. You may not copy, modify, distribute, sell, reverse-engineer, or create derivative works from any part of the Platform, or use its content or data for any commercial purpose outside the Platform, except as allowed by law.
The Platform contains links and buttons that open third-party services (for example WhatsApp, Talabat, Deliveroo, business websites, and social profiles). Those services have their own terms and privacy policies; we are not responsible for them or for anything you do there.
The Platform is provided "as is" and "as available", without warranties of any kind, express or implied, including fitness for a particular purpose, accuracy, availability, or non-infringement. We do not warrant that the Platform will be uninterrupted, error-free, or secure, or that content (including user content and verification badges) is accurate or reliable, and we do not guarantee the conduct, identity, or safety of any user. We may change, suspend, limit, or discontinue any part of the Platform at any time. Nothing on the Platform constitutes professional, legal, medical, or financial advice; if you rely on any content, you do so at your own risk and should verify it yourself.
NeighbourHub is not an emergency or security service. In an emergency, contact the UAE emergency services (999 police, 998 ambulance, 997 fire) - do not rely on posting on the Platform.
Nothing in these Terms excludes or limits any right you have that cannot be excluded or limited under UAE law, including your rights under UAE consumer protection law and our liability for fraud, gross negligence, or wilful misconduct. The limits below apply only to the extent the law allows.
Subject to that: (a) we are not liable for any indirect, incidental, special, consequential, or punitive damages, or for lost profits, revenue, data, goodwill, or opportunity, even if we were advised of the possibility; (b) we are not liable for the acts or omissions of any user, vendor, business, or third party, for any transaction, event, meetup, journey, helper arrangement, meeting, or interaction between users (on or off the Platform), for user content, or for loss of or damage to content; and (c) our total aggregate liability arising out of or relating to the Platform, regardless of the cause of action, is limited to the greater of the amount you paid us in the twelve months before the claim arose and AED 200.
You agree these limits are a fair allocation of risk for a community platform that residents use free of charge.
You agree to indemnify and hold harmless the Company, its owners, directors, officers, employees, affiliates, and agents from and against any claims, damages, losses, liabilities, and expenses (including reasonable legal fees) arising out of or related to: your content; your use of the Platform; your listings, events, rides, or helper arrangements; your transactions or interactions with other users; your breach of these Terms; or your violation of any law or any third party's rights.
We are not liable for any failure or delay in the Platform caused by events beyond our reasonable control, including outages of hosting, network, or other infrastructure providers, power or telecommunications failures, cyber-attacks, acts of government, epidemics, or natural events.
We may change, suspend, or discontinue any part of the Platform at any time. We may update these Terms from time to time; the "Last updated" date above will change and material updates will be signposted on the Platform. Continuing to use the Platform after an update means you accept the updated Terms; if you do not accept them, stop using the Platform and delete your account.
These Terms are governed by the federal laws of the United Arab Emirates and the laws of the Emirate of Dubai as applicable. Any dispute arising out of or in connection with the Platform that cannot be resolved amicably shall be subject to the exclusive jurisdiction of the courts of Dubai, UAE. Before starting any formal proceedings, please contact us first at support@carnelian.tech - most issues can be resolved quickly and informally.
If any provision of these Terms is held invalid, it will be applied to the fullest extent permitted and the rest remain in force. Our failure to enforce a provision is not a waiver of it. You may not assign these Terms; we may assign them in connection with a reorganisation or sale of the business. These Terms do not create any rights for third parties, except that the persons released under section 4 and indemnified under section 21 may rely on those sections. These Terms are published in English and Arabic; both versions are read together, and where UAE law requires a consumer notice in Arabic, the Arabic version applies. These Terms, the Community Guidelines, and the Privacy Policy are the entire agreement between you and us regarding the Platform.
